The Human Resources Department’s mission is to establish and maintain a uniform system for managing personnel matters; linking neighboring communities with local government through employment; and to provide for standards, terms, and conditions of employment within the City in a clear and comprehensive fashion.
Primary duties of the Human Resources Department Include, but not limited to:
Creation, modification, and oversight of personnel policies;
Department support in the areas of hiring, retention, discipline, evaluation, and separation of employees; Manages recruitment activities such as establishing class requirements, announcements, selection, and orientation.
Coaching and counseling for personnel-related issues;
Employee pay and classification (salary surveys, salary adjustment recommendations, classification review of employees);
Citywide employee service support;
Administers employee benefit programs such as Health, life, and AD/D benefits, retirement program and saving plans;
Administers programmatic functions of Risk Management;
Workers’ compensation and other claims;
Administers vacation, sick leave, FMLA, ADA and ERISA; and Employee relation.
Establishes, reviews, or approves human resources functions and processes, such as forms, payroll and hiring processes, grievance procedures or other; gathers and maintains information to support periodic and special reports documenting human resources activities and events.
Conducts policy reviews and recommends improvements in policy or procedures to elected and appointed officials.
Coordinates employee personnel related information, and orientation programs such as safety, first aid, benefits programs, and other programs;
Monitors local, state, or federal rules, regulations, policies and procedures that may affect the Human Resources Department to insure compliance; recommends or implements changes as required;
Provides employee mediation, policy interpretation, consulting and other services to all levels of employees.

City of Belle Glade Re-establishes Home Ownership Program

The City of Belle Glade has reorganized and renamed the City’s Housing Development Program and Policy for first time homebuyers.  Formerly known as the Community Revitalizing Initiative Program (CRIP) and Pocket of Poverty Housing Program (POP), the City’s housing program is now known as the “City of Belle Glade Revolving Loan Fund Program (RLF).”   Revising the program has afforded the City the opportunity to expand the program to include consideration of any eligible credit worthy first time home buyer applicant.

Limited funds are available for construction or purchase of an existing home for eligible credit worthy area applicants.  As such, applicants are processed on a first come, first served basis of completed applications, along with the applicant’s ability to qualify.

1.     Do I have a steady source of income (usually a job)?

2.     Have I been employed on a regular basis for the last 2-3 years?

3.     Is my current income reliable?

4.     Do I have a good record of paying my bills?

7.     Do I have the ability to pay a mortgage plus additional costs for maintenance and upkeep every month?
